General Accountabilities:
The Radio Frequency (RF) Specialist is required to start January, 2010 (or as soon as possible thereafter) and would start by becoming familiar with Clients project approach and business scenarios for modernizing the Transmission and Distribution (T&D) networks. They would supplement the existing CLIENT Smart Meter team with technical support, identification and implementation support of technologies and business processes to meet requirements, be a subject matter expert in the area of RF in a utility environment as it relates to Distribution networks.
The RF Technician will essentially be the representative of Client with respect to:
Development and execution of test plans to verify system functionality against specified business requirements.
Assistance with the set up and operation of an automated meter reading system. This will include knowledge transfer.
Assistance with completion of Network Design Reviews for the various Production Areas in the Smart Metering roll-out plan.
Assist in the identification and resolution of Smart Meter Networks issues in regards to non communicating Smart meter network devices (i.e. meters, collectors, and repeaters).
Gather cellular tower RF signal strengths as read by the collectors and by a mobile radio to assist in diagnosing problematic collectors.
Perform site visits, as required, to assist in the troubleshooting of field issues experienced related to networks implemented in support of the Smart Meter program.
Execute project management plans to initiate, track, coordinate and implement communications networks in support of the Smart Metering program.
Liaise with network service providers and suppliers of equipment to resolve technical issues experienced in the field and the timely resolution of device hardware and firmware issues.
A second requirement is to provide mentoring, project management skills development and knowledge transfer to Client internal staff.
Candidates are expected to have significant experience, and a proven track record with similar large projects. Knowledge of the Client systems and technical environment is an asset.
The successful candidate will have experience in the following areas:
Ten-plus (10+) years of RF experience. This should include a successful record of developing and delivering technology and related business processes based on customer requirements and in particular:
o Requires experience in the diagnosis and troubleshooting of problems in data-centric communications systems.
o Requires a broad knowledge of wireline and wireless communications network design and operation.
o Advanced knowledge of wireless communications (e.g. cellular, WLAN) networks is an asset.
Significant experience with large projects involving the implementation of new smart metering wireless technologies, preferably with direct utility experience:
o Requires knowledge and experience with Clients distribution engineering standards, design and installation practices and work methods.
o Experience and knowledge of wide range of power systems equipment including P&C systems, SCADA and RTU equipment.
Demonstrated excellent communications skills oral, written, and listening skills.
Ability to analyze problems and implement solutions.
Ability to effectively address and communicate issues seen in field implementations.
Able to work individually and within a team environment.
Able to interact with others in a manner which enhances co-operative working relations, trust and mutual respect.
Assumes accountability for decisions made and results.
Self-motivated; capable of working with minimal supervision.
Location: GTA (Peel Region, York Region, Toronto).

All contractors must pass a security clearance (performed by CLIENT).
All documentation, methodology, processes and software developed during this engagement will remain with and become the property of CLIENT.
Duration and Terms for all positions:
Estimated Start Date: January, 2010.
Initial Term: Up to twelve (12) months
Option to Extend: Up to an additional twelve [12] months
Time Required: Eight (8) hours per day (not including lunch).
Required Work-day: Consultants must start no later than 8:30 am and leave no earlier than 4:30 pm.
Overtime: No overtime will be paid, unless pre-approved by the accountable, Project Director.
Drivers License: Must possess a valid Drivers license for use in the Province of Ontario.
