This is a set of 61 litre touring panniers that converts to a large backpack. The make is PanPack, and you may not know the name b/c they only sell online, not in stores. This one is called their World Tour, and converts to a backpack for carrying when off the bike. If you are thinking of doing any big tours, then you should consider this pack. It comes with various compartment sizes, including the one that sits atop the rack. The reason there are so many straps externally is that they are required to convert it to a backpack, but they also serve very useful as straps for tying other stuff down.
One thing you should know is that the manufacturers ask for measurements when you order the pack, in order to set up the backpack straps appropriately. This should ideally go to someone in the height range of under 5'6", if you are going to end up spending much time wearing it as a backpack.
Originally, this sells for $399, so you get it for half price. I bought it as an investment for when I *finally* do my own world tour, but at the moment I am putting a lot of money into tuition, so selling off anything I can to cover that. I used it in my tour down the west coast and it served me very well, and still shows very very little sign of wear!
If you are someone who has use for both panniers and a travel pack, this baby serves both purposes - how great is that?!
